Direct Primary Care Legislation Signed Into Law Freedom Healthworks Leads in Supporting Indiana Senate Bill 303
INDIANAPOLIS—On July 12, Gov. Eric Holcomb signed legislation clearing the way for the new and rapidly-growing model of healthcare delivery known as Direct Primary Care (DPC) to further flourish in Indiana. Senate Bill 303, “Direct Primary Agreements,” assures that DPC practices will remain free to focus on patient care rather than insurance regulations, strengthening the growing constellation of independent DPC practices affiliated with Freedom Healthworks.
Direct Primary Care enables patients to purchase medical care directly from a private physician for transparently explained prices while reserving costly health insurance coverage for rare, catastrophic events like hospitalizations. Offering the quality and convenience of “concierge-level” care at affordable prices, DPC reduces overall costs while delivering enhanced medical care to individuals regardless of whether they maintain health insurance coverage.
Sponsored by Sen. Eric Koch and Sen. Ed Charbonneau, Senate Bill 303 underscores that direct primary care is not health insurance and that physicians delivering such care shall not fall under the regulation of state insurance authorities.
“While Washington is in gridlock over healthcare reform, Indiana has passed a bipartisan solution for Hoosiers,” said State Sen. Eric Koch (R-Bedford), author of the legislation.
Earlier this year, Adam Habig, Co-Founder, and President of Freedom Healthworks, played a significant role in helping Sen. Koch refine and champion Senate Bill 303.

With this legislation, Indiana joins dozens of other States that have already declared that DPC is not insurance, but rather innovative medical care and that it cannot be regulated by a state’s insurance commissioner.
